Security Council

The Security Council of the Russian Federation is the constitutional body, which carries out preparation of decisions of the President of the Russian Federation on the questions of maintenance of security of the vital interests of the person, the society and the state from internal and external threats, realization of the uniform state policy in the field of security. The Security Council is formed by the President of the Russian Federation according to the Constitution of the Russian Federation and the Law of the Russian Federation "On Security".

Legal basis of the Security Council activity consists of the Constitution of the Russian Federation, federal laws, the international contracts of the Russian Federation on security issues, decrees and orders of the President of the Russian Federation, and Regulation on the Security Council of the Russian Federation.

The Security Council is the body which provides conditions for the realization of the President's constitutional powers on protection of rights and freedom of the person and the citizen, protection of the sovereignty of the Russian Federation, its independence and the state integrity.

Primary goals of the Security Council are:
definition of the vital interests of the society and the state, revelation of internal and external threats to objects of security;

development of the basic directions of the Russian Federation security strategy and the organization of federal target programs preparation for its maintenance;
recommendations preparation to the President of the Russian Federation for making decisions of the internal and foreign policy of the Russian Federation in the field of security of the person, the society and the state;

preparation of operative decisions for prevention of extreme situations which may result in essential sociopolitical, economic, military, ecological and other consequences, and the organization of their liquidation;
preparation of offers to the President of the Russian Federation about introduction, prolongation or cancellation of the state of emergency;

development of offers in the coordination of activity of federal and the RF subjects enforcement authorities during the realization of the accepted decisions in the field of safety and estimation of their efficiency;

perfection of the safety system by development of the offers on reforming of existing or creating of new bodies providing safety of the person, society and state.

The Chairman of the Security Council of the Russian Federation is the President of the Russian Federation.
